1556240400The Philippines is endowed with bountiful metallic and non-metallic mineral resources. It is the fifth most mineral-rich country in the world for gold, nickel, copper, and chromite and has the world's largest copper-gold deposit in the world. It also exports some iron ore, chromium, zinc and silver, and produces oil and gas.
The Mines and Geosciences Bureau (MGB) estimates that the country has $840 billion worth of untapped mineral wealth.
Approximately 30 million hectares of land in the Philippines are possible areas for metallic minerals; nine million hectares of land are identified as having high mineral potential. The Philippines metal deposit is estimated at 21.5 billion metric tons and non-metallic minerals are at 19.3 billion metric tons.
The mining industry in the Philippines is a major source of economic activity but operates below potential. There is a considerable anti-mining sentiment in the country especially at subnational levels where environmental impact and displacement of indigenous peoples caused by mining operations have been the focus of much debate. Small-scale mining is also contentious, due to poor regulations and overlapping policies between central and local government.
The contribution to national development and share value of the mining industry can be further enhanced through better regulatory and enabling policies, best practices in value sharing, technologies and investments.
Gathering relevant stakeholders from the public and private sector as well as representatives from civil society organizations and academic institutions in this Development Forum provides a platform for a timely update on the latest situation and outstanding issues in the mining sector. New initiatives that are being taken will be discussed to address current issues and to support a sustainable mining future.
OBJECTIVES
The forum would like to convene decision makers and other key stakeholders from the Mining (Metallic and Non-metallic subsectors) as well as Upstream Oil & Gas, Coal subsectors to discuss challenges, opportunities, policy reforms and best practices in harnessing the country's natural resources and their contribution to sustainable development.

Rosemarie Edillon is presently the Undersecretary for National Development Policy and Planning at the National Economic and Development Authority (NEDA). She holds a PhD in Economics from La Trobe University in Australia, an MA degree in Economics from the University of the Philippines (UP) School of Economics and an MS degree in Statistics from the UP School of Statistics.
Among her major responsibilities is shepherding the formulation of the Philippine Development Plan (PDP). The PDP is an elaboration of the country’s priorities over the medium-term and is the blueprint of government policies, programs and projects. She also oversees the monitoring of the PDP implementation. In addition, she is in charge of providing technical advice on policy issues to both the legislative and executive branches of government, especially the committees of the NEDA Board.
Currently, she is the Vice-Chair of the Economic Committee of the APEC and a member of the Philippine Commission of the UNESCO. She was also the past President of the Philippine Economic Society

Director Wilfredo G. Moncano is both a lawyer and a licensed mining engineer having graduated from Ateneo De Davao University College of Law in 2006 and Cebu Institute of Technology University- College of Mining Engineering in 1984. He passed the bar examination in 2007; and the board examination for mining engineers in 1984. He has now been in the practice for thirty two (32) years as a registered mining engineer, and as a lawyer for ten (10) years.
He joined the Mines and Geosciences Bureau (MGB) in the year 2000 and rose from the ranks entering as Engineer II, becoming a Section Chief, then a Division Chief and finally as OIC Regional Director in MGB regional office no. XI. Records will prove that he served diligently and with integrity in that office from 2000 to 2017.
As a Regional Director, he enforced the law without fear or favor. Cases were filed by his office in the prosecutor’s office, regular courts, office of the ombudsman and civil service commission against erring companies, illegal miners and even against a prominent local government official. Director Moncano is also the Director of the Mindanao Association of Mining Engineers (MAEM), an organization of professional mining engineers in Mindanao, since 2004
Bayani H. Agabin is the DOF Undersecretary for Legal Services Group.
A lawyer by profession, Undersecretary Agabin’s key responsibilities in the Department are to provide legal advice and opinions on the domestic and international aspect of finances, taxes, customs, and tariff, as appropriate within the DOF as well as its bureaus and other attached agencies. He also provides legal affairs support on matters of key strategic, financial and reputational importance to the Department and ensures that the highest standards of governance, risk management and compliance with law, policy, and regulations are observed at all times.
Before joining the government, he was the Senior Vice-President for Legal Affairs of the Rapu-Rapu Minerals, Inc. Assistant Vice-President, Legal and Deputy Counsel for the Philippine Associated Smelting and Refining Corporation, and Manager of the Legal Services Department at Eastern Telecommunications Philippines. He was also an associate at the law firm of SyCip Salazar Hernandez & Gatmaitan and the founding Partner of the Tolosa, Romulo, Agabin, Flores and Enriquez Law Office.
Undersecretary Agabin received his Bachelor of Laws degree from the University of the Philippines in 1994 and his Bachelor of Science in Economics degree from the same University in 1989.
Atty. Leonido J. Pulido III is currently the Assistant Secretary of the Department of Energy. He is in-charge to supervise the Oil Industry Management Bureau (OIMB), the Energy Utilization and Management Bureau (EUMB), and the Department’s Field Offices in Luzon, Visayas, and Mindanao (LFO,VFO, and MFO). He is the representative of the Secretary of Energy to the Board of Directors of the Power Sector Assets and Liabilities Management Corporation (PSALM), where the Secretary acts as Vice-Chairman. He is also the Vice-Chairman of the Philippine Exploration Contracting Round (PECR), the Department’s committee that supervises and prepares policies for the Upstream exploration of energy resources in the country, as well as Co-Chair of the Technical Working Group for Electric Vehicles Charging Infrastructure.
He graduated with a degree in BSE Special Education minor in Math in 1999 and also took his post-graduate course of Bachelor of Laws in 2004 at the University of the Philippines, Diliman.

Atty. Maria Karla L. Espinosa is the National Coordinator of the Philippine Extractive Industries Transparency Initiative (PH-EITI) lodged in the Department of Finance (DOF). Prior to joining PH-EITI, she served as chief of staff and legal adviser to the DOF Undersecretary for Domestic Finance and did legal and policy research and consultancy in the areas of Data privacy, women’s rights, and tobacco control.

Angelo Kris Marcos is the Senior Contracting and Procurement Manager of Shell Philippines Exploration B.V. Angelo is a seasoned Oil and Gas professional with twenty (20) years of international experience in upstream, midstream and downstream assets/projects, including Joint Ventures (JV’s) and Non-Operated Ventures (NOV’s). He joined Shell in 1999 as SAP Analyst after he graduated as Cum Laude with a bachelor’s degree in Electronics and Communications Engineering from the University of the Philippines. Having working experience in the Netherlands, Malaysia, and the Philippines, Angelo has proven track record in project management, engineering, maintenance and asset integrity.

Michael Spence is the Managing Partner of South East Asia for 600-person international management consulting firm, Partners In Performance (PIP). He and his wife live in Makati which is where she grew up and where Michael has lived since moving from Malaysia in 2006. Michael is a permanent resident of the Philippines.
Michael joined PIP 10 years ago in Australia and started up their SEA business five years ago. Prior to PIP, Michael worked in the Philippines, Malaysia, Indonesia, France, various parts of the US and various parts of Scandinavia in a variety of management and consulting roles largely in the automotive, construction, mining, and oil and gas industries. He graduated from the Wharton Graduate School of Business at the University of Pennsylvania with an MBA in 1995 and from Harvard College with a bachelor’s degree in Economics with honors in 1987.

DENR Secretary Roy Cimatu is a graduate of the Philippine Military Academy class of 1970. His scholastic achievements in the college history remain unsurpassed garnering 97.27%, graduating from the Infantry Officers Advanced Course in the Philippine Army Training Command. He also graduated from the United States Army Command and Staff College in Fort Leavenworth, Kansas, USA. Secretary Cimatu’s ultimate recognition is when he was appointed as the 29th Chief of Staff of the Armed Forces of the Philippines in May 2002. His career as a civil servant was called again to serve the country when he was named as a Special Presidential Envoy to the Middle East with the rank of Ambassador at the height of the US-Iraq war. At present, Sec. Cimatu is appointed by President Duterte to serve as the 16th Secretary of the Department of Environment and Natural Resources (DENR).

Mr. Bomasang has 55 years experience in developing mineral and energy resources. From 1964 to 1976, he successively occupied key field management positions in various private mining companies. During the oil crisis in 1976, he joined the public energy sector and served in senior positions until he retired in 2004 as President/CEO of PNOC Exploration Corporation. He helped lay the foundation for the expansion of Philippine coal production and facilitated implementation of the world class Malampaya gas project. After 2004, he remained as consultant, adviser, or board member in various major energy companies and currently remains as Chairman of the Petroleum Association of the Philippines and the Chamber of Coal Mines. He has also been actively involved in renewable energy development since 2006 as Chairman of PhilCarbon.
Mr. Renato C. Sunico, who goes by the nickname – Rene, has been an active Cement Industry executive since 1983 when he joined Republic Cement Corporation as Vice President – Finance. In 2008 he was elected President of Republic Cement, now known as Republic Cement & Building Materials, Inc. - a CRH-Aboitiz company, a position he still holds at the present.
He is the Chair and President of Republic Cement Iligan Inc. and of Republic Cement Mindanao Inc. and a Director of Republic Cement Services Inc.
For the past 35 years he has been with the Cement Manufacturers Association of the Philippines, often called CeMAP and formerly named Philcemcor, and now holds the concurrent position of Chair and President.
Rene went to the University of the Philippines College of Engineering after graduating from the Ateneo de Manila in 1959 and earned the degree of Bachelor of Science in Electrical Engineering in 1964. He took his postgraduate course in the Asian Institute of Management (AIM) under a scholarship grant and earned the degree of Master of Business Management in 1970.

He is the Chairman of Rio Tuba Nickel Mining Corporation, Taganito Mining Corporation, Cagdianao Mining Corporation, Hinatuan Mining Corporation, Dinapigue Mining Corporation , Cordillera Exploration Co., Inc. and Newminco Nickel Mining Corp . Prior to his career in mining, he worked for Citibank for a period of eight years, and was Vice President in the bank’s Capital Markets Group in Hong Kong prior to joining Philex Mining Corporation as Vice President-Finance. Mr. Brimo served as Chairman and Chief Executive Officer of Philex Mining Corporation from 1994 until his retirement in December 2003 . He served as President of the Chamber of Mines of the Philippines from 1993 to 1995 and as Chairman from 1995 to 2003. He was again elected Chairman in 2017, a position he currently holds.

Engr. Raul Sabularse graduated from the University of the Philippines Diliman in 1978 with the degree Bachelor of Science in Metallurgical Engineering. He orked as Heat Treatment Engineer at the Metals Industry Research and Development Center (MIRDC) from 1978-1983 before joining the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Department of Science and Technology (DOST) in 1983. Engr. Raul Rose from the ranks of PCIEERD to occupy current position as Deputy Executive
Director. As Deputy Executive Director, is in charge of running the day-to-dayactivities of the Council on programs/projects development, evaluation, monitoring, information dissemination, promotion and technology transfer in the areas of industry, energy and emerging technology research.
He has more than 30 years of experience in Research and Development (R&D) management. Throughout his career at the PCIEERD, he managed R&D projects ranging from metals fabrication, mining and minerals, food processing, environmental technologies and new and renewable energies, among others. He also participated in local and international trainings and conferences on diverse topics
including heat treatment of ferro-alloys, alternative energies, new and emerging technologies, R and D management, intellectual property, innovation, climate change, among others.
Atty. Analiza Rebuelta-Teh, Undersecretary for Climate Change and Mining Concerns of the Department of Environment and Natural Resources, is a graduate of Bachelor of Science in Commerce, Major in Marketing Management at De La Salle University. She finished her Bachelor of Laws at the University of the Philippines and became a member of the bar in 1998.
After law school, she joined the Department of Environment and Natural Resources (DENR) as Attorney III. Her government service as a lawyer includes serving as Executive Director for the Adjudication Board of the Department of Agrarian Reform (DARAB) and Director for Legal Services of the Housing and Urban Development Coordinating Council (HUDCC). Atty. Maria Karla L. Espinosa is the National Coordinator of the Philippine Extractive Industries Transparency Initiative (PH-EITI) lodged in the Department of Finance (DOF). Prior to joining PH-EITI, she served as chief of staff and legal adviser to the DOF Undersecretary for Domestic Finance and did legal and policy research and consultancy in the areas of Data privacy, women’s rights, and tobacco control.

Angelo Kris Marcos is the Senior Contracting and Procurement Manager of Shell Philippines Exploration B.V. Angelo is a seasoned Oil and Gas professional with twenty (20) years of international experience in upstream, midstream and downstream assets/projects, including Joint Ventures (JV’s) and Non-Operated Ventures (NOV’s). He joined Shell in 1999 as SAP Analyst after he graduated as Cum Laude with a bachelor’s degree in Electronics and Communications Engineering from the University of the Philippines. Having working experience in the Netherlands, Malaysia, and the Philippines, Angelo has proven track record in project management, engineering, maintenance and asset integrity.
Director Wilfredo G. Moncano is both a lawyer and a licensed mining engineer having graduated from Ateneo De Davao University College of Law in 2006 and Cebu Institute of Technology University- College of Mining Engineering in 1984. He passed the bar examination in 2007; and the board examination for mining engineers in 1984. He has now been in the practice for thirty two (32) years as a registered mining engineer, and as a lawyer for ten (10) years.
He joined the Mines and Geosciences Bureau (MGB) in the year 2000 and rose from the ranks entering as Engineer II, becoming a Section Chief, then a Division Chief and finally as OIC Regional Director in MGB regional office no. XI. Records will prove that he served diligently and with integrity in that office from 2000 to 2017.
As a Regional Director, he enforced the law without fear or favor. Cases were filed by his office in the prosecutor’s office, regular courts, office of the ombudsman and civil service commission against erring companies, illegal miners and even against a prominent local government official. Director Moncano is also the Director of the Mindanao Association of Mining Engineers (MAEM), an organization of professional mining engineers in Mindanao, since 2004
Atty. Leonido J. Pulido III is currently the Assistant Secretary of the Department of Energy. He is in-charge to supervise the Oil Industry Management Bureau (OIMB), the Energy Utilization and Management Bureau (EUMB), and the Department’s Field Offices in Luzon, Visayas, and Mindanao (LFO,VFO, and MFO). He is the representative of the Secretary of Energy to the Board of Directors of the Power Sector Assets and Liabilities Management Corporation (PSALM), where the Secretary acts as Vice-Chairman. He is also the Vice-Chairman of the Philippine Exploration Contracting Round (PECR), the Department’s committee that supervises and prepares policies for the Upstream exploration of energy resources in the country, as well as Co-Chair of the Technical Working Group for Electric Vehicles Charging Infrastructure.
He graduated with a degree in BSE Special Education minor in Math in 1999 and also took his post-graduate course of Bachelor of Laws in 2004 at the University of the Philippines, Diliman.

Analiza Rebuelta-Teh, Undersecretary for Climate Change and Mining Concerns of the Department of Environment and Natural Resources, is a graduate of Bachelor of Science in Commerce, Major in Marketing Management at De La Salle University. She finished her Bachelor of Laws at the University of the Philippines and became a member of the bar in 1998.
After law school, she joined the Department of Environment and Natural Resources (DENR) as Attorney III. Her government service as a lawyer includes serving as Executive Director for the Adjudication Board of the Department of Agrarian Reform (DARAB) and Director for Legal Services of the Housing and Urban Development Coordinating Council (HUDCC). She served as Assistant Secretary for Legal Service, Assistant Secretary for Foreign Assisted and Special Projects Office, and as Undersecretary and Chief of Staff of the Department of Environment and Natural Resources from 2011 to 2016
Engr. Raul Sabularse graduated from the University of the Philippines Diliman in 1978 with the degree Bachelor of Science in Metallurgical Engineering. He orked as Heat Treatment Engineer at the Metals Industry Research and Development Center (MIRDC) from 1978-1983 before joining the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Department of Science and Technology (DOST) in 1983. He has more than 30 years of experience in Research and Development (R&D) management. Throughout his career at the PCIEERD, he managed R&D projects ranging from metals fabrication, mining and minerals, food processing, environmental technologies and new and renewable energies, among others. He also participated in local and international trainings and conferences on diverse topics
including heat treatment of ferro-alloys, alternative energies, new and emerging technologies, R and D management, intellectual property, innovation, climate change, among others.
Michael Spence is the Managing Partner of South East Asia for 600-person international management consulting firm, Partners In Performance (PIP). He and his wife live in Makati which is where she grew up and where Michael has lived since moving from Malaysia in 2006. Michael is a permanent resident of the Philippines.
Michael joined PIP 10 years ago in Australia and started up their SEA business five years ago. Mr. Renato C. Sunico, who goes by the nickname – Rene, has been an active Cement Industry executive since 1983 when he joined Republic Cement Corporation as Vice President – Finance. In 2008 he was elected President of Republic Cement, now known as Republic Cement & Building Materials, Inc. - a CRH-Aboitiz company, a position he still holds at the present.
He is the Chair and President of Republic Cement Iligan Inc. and of Republic Cement Mindanao Inc. and a Director of Republic Cement Services Inc.
For the past 35 years he has been with the Cement Manufacturers Association of the Philippines, often called CeMAP and formerly named Philcemcor, and now holds the concurrent position of Chair and President.
Rene went to the University of the Philippines College of Engineering after graduating from the Ateneo de Manila in 1959 and earned the degree of Bachelor of Science in Electrical Engineering in 1964. He took his postgraduate course in the Asian Institute of Management (AIM) under a scholarship grant and earned the degree of Master of Business Management in 1970.
