Despite being enacted for over two decades, the implementation of Republic Act 9003, Ecological Solid Waste Management Act of 2000, remains to be a challenge. Technical and financial limitations have often been cited as bottlenecks in the implementation. Furthermore, over recent years, plastic pollution has been a global concern and has therefore received increased attention. In a recent publication of the World Bank Group, Asia has been reported to contribute more than 80% of global marine litter, with the Philippines already accounting for about 0.75 million tons of said waste.


Apart from the negative environmental consequences, the World Bank also estimates an annual opportunity cost of approximately USD 80-120 billion for the global economy due to the lack of recycling and sub-optimal value generation with only 9% recycled. Clearly, the widely used linear economy model of the "take-make-dispose" approach is unsustainable. This will ultimately result in resource depletion, excessive waste, and environmental degradation. Recognizing the urgency of the matter, waste management and improving recovery rates of materials have become a priority area in the Philippines.


As such, the ECCP is pleased to organize its Waste Management Forum which hopes to bring together stakeholders to understand the current state of waste management in the Philippines and how we can jointly reverse the escalating waste problem. This will also discuss what immediate and medium- to long-term actions are needed to avoid a waste crisis, especially with the growing volume of medical wastes resulting from the COVID-19 pandemic. It also leads participants to discover opportunities for establishing partnerships focused on solving concerns surrounding waste management. to address the growing volume of wastes in the Philippines.

    Commissioner Crispian Lao is the Vice Chairman of the National Solid Waste Management Commission under the Office of the President, Republic of the Philippines, as the Private Sector Representative for the Recycling Industry Sector. He is the Founding President of Philippine Alliance for Recycling and Material Sustainability (PARMS) which brought together stakeholders and developed the “ZERO WASTE TO NATURE: AMBISYON 2030” roadmap for single-use products and packaging applications.

    He was an expert panel member of the Study on “Breaking the Plastic Wave” and a Technical Advisory Group (TAG) member of the Global Review on “Safer End of Engineered Life (SEEL)”. He is a member of ISO/TC61 and a Certified BERDE (Green Building) Professional.

He is also a Board Member and director of the sales and communication department from the same company. Moreover, Mr. Dufrasne is also a Board Member of RAEC Mons, wherein he is the administrator and legal advisor of the football team club of Mons. Furthermore, he is also an Associate Founder and Legal Advisor of MLS Bridge | Juillet.

    Taking note of his academic history, Mr. Dufrasne attained his Masters in Political Sciences and International Relations from UCLouvain back in 2008. In the same year, he also attained an Erasmus – Master of Laws from Universita Degli Studi di Bari. And Finally, Mr. Dusfrane successfully finished and attained Master of Laws from UCLouvain in 2009.

    Prior to joining Nestle, she was the staff of Senator Pia Cayetano, rising from the ranks of a fresh lawyer in 2004 until she became the Chief of Staff in 2010, a position she held until April 2020. She was also a consultant of the Department of Education handling the National Academy of Sports, a newly- created attached agency of DepEd.
    She is a member of the Philippine Bar and the Integrated Bar of the Philippines, Bohol Chapter. She is a graduate of Bachelor of Arts in Economics and Juris Doctor, with Honors, from the Ateneo De Manila University and the Ateneo Law School, respectively.
