The European Chamber of Commerce of the Philippines, through its Agriculture Committee, is hosting a three-part webinar series that will deep dive on policy updates and highlight policy recommendations on three high-priority areas of sustainable agricultural development for the European-Philippines business community, namely value chain development, regulatory processes, and market access.


Each webinar will zoom in on a specific theme featuring thought leaders to offer insights and perspectives on the subject matter, specifically addressing the overarching questions of the conference:


  • What are some of the policy updates that will shape the future of Philippine agriculture development?
  • How can the private sector, particularly the European-Philippine business community, play a bigger role in policymaking to facilitate increased trade and investments in the backbone of the Philippine economy?
  • Where are the areas of opportunity for the private sector to collaborate and showcase best practices, innovative solutions, and technical know-how, among others, in promoting sustainable agricultural development?
  • How can these policies be tools for a more sustainable, inclusive, and responsible Philippine agriculture sector?


The second installment of the month-long virtual conference series will take a closer look on policy strategies to modernize regulatory processes in the agriculture sector. Specifically, the speakers will present latest developments on procedures related to animal and plant health, quality standards on agricultural practices, and trade facilitation reforms. A representative from the private sector will offer a lens on how existing regulations affect agricultural commerce as well as opportunities to streamline administrative procedures to ensure seamless flow of trade and investments in the sector.

    Assistant Commissioner, Post Clearance Audit Group at Bureau of Customs

    He is currently the Assistant Commissioner of the Post Clearance Audit Group (PCAG), Bureau of Customs. As such, he exercises direct supervision and control over the management of the operating units of PCAG which are the Trade Information and Risk Analysis Office (TIRAO) and Compliance Assessment Office (CAO). He used to be the District Collector of the Ninoy Aquino International Airport (NAIA) and the Manila International Container Port (MICP) wherein he supervised over all matters arising from the enforcement of tariff and customs law within the Port. He used to be the OIC-Director of the Import Assessment Service of the Assessment and Operations Coordinating Group. Among other functions in the AOCG, Atty. Maronilla was a member of the Technical Support for the Central Valuation and Classification Review and Ruling Committee. He represented the Bureau on several inter-agency meetings involving policies on regulation and facilitation of trade and assessment such as but not limited to the National Garlic Action Team (NGAT) under National Agricultural and Fishery Council (NAFC), Committee on the Implementation of the 2nd Self-Certification Pilot Project under the ASEAN Trade In Goods Agreement (ATIGA), TWG for National Telecommunications Commission (NTC)/National Single Window (NSW), Sessions of the Permanent Technical Committee (PTC) at WCO Headquarters, Brussels, Belgium, Sub Committee on the Rules of Origin, ASEAN - Australia - New Zealand, Sub-Committee on ATIGA Rules of Origin and Senior Economic Officials Meeting for the 44th ASEAN Economic Ministers Meeting at Bandar Seri Begawan, Brunei Darussalam, Consultative Meeting and Workshop on the Proposed Product Descriptions on the Expanded Coverage of the World Trade Organization (WTO) Information Technology Agreement (ITA), ASEAN-Australia-New Zealand Free Trade Joint Committee, and the Regional Comprehensive Economic Partnership Trade Negotiating Committee (RCEP-TNC).

    Assistant Director of Bureau of Agriculture and Fisheries Standards

    Mary Grace R. Mandigma is the Chief Science Research Specialist of the Technical Services Division - Bureau of Agriculture and Fisheries Standards (BAFS). From 2005-2017, she has successfully institutionalized the Good Agricultural Practices (GAP) Program of the Department of Agriculture, which was later on used as the main reference document in developing a parallel certification program for livestock production – the Good Animal Husbandry Practices (GAHP). Ms. Mandigma served as one of the members in the development of ASEAN GAP standard and certification and accreditation mechanism.

    Currently, she is overseeing the operationalization of the Department of Agriculture Pool of Experts (DAPE) and in the conduct of risk assessment and technical review of food safety issues affecting agriculture and fishery commodities. Recommendations issued are used by the DA Regulatory Agencies for standards development and issuance of regulations. Ms Mandigma also leads the Division that developed the guidelines on Good Regulatory Practices and Regulatory Impact Assessment in response to the Ease of Doing Business (EODB) Act, and the conduct of impact evaluation of developed standards to ensure that standards are responsive to the needs of the stakeholders.

    Prior to her work involving regulations, Ms. Mandigma served as the technical secretariat of the Task Force on ASEAN Standards for Horticultural Produce and Other Food Crops and actively participated in developing the strategic plans of action for ASEAN Sectoral Working Group on Crops and various ASEAN task forces. She is also member of the DA Sanitary and Phytosanitary (SPS) Focal Group and participated in works of the Codex Alimentarius Commission as a member of the Philippine delegation.

    Ms. Mandigma is a graduate of BS Food Technology from the University of the Philippines Diliman and Masters in Development Management from the Development Academy of the Philippines.

    Karen Kristine Roscom is the Chief Science Research Specialist of the Standards Development Division of the Bureau of Agriculture and Fisheries Standards (BAFS). Ms. Roscom has extensive experience in developing and promoting agriculture and fishery product standards, providing technical support to regulatory agencies and teaching food safety to small and medium scale enterprises, government and academe. She has also provided local technical support international organizations namely the Food and Agriculture Organization (FAO)/World Health Organization (WHO), Asia Pacific Economic Cooperation (APEC), World Trade Organization (WTO), Food Standards Australia-New Zealand (FSANZ), US Department of Agriculture (USDA) and European Union in the Philippines.
