The automotive industry is a major component of the government's industrial development program having crafted various industrial policies over the years to groom the Philippines as a regional manufacturing hub. Some of the recent initiatives of the government to develop the sector include the Comprehensive Automotive Resurgence Strategy (CARS) program to reinvigorate local motor vehicle manufacturing and a proposed industry framework and incentives regime for the domestic electric vehicles (e-vehicles) industry. With these plans, policymakers aim to improve the sector's competitiveness by attracting investments, creating jobs, and bringing in technology.


Join us at this online session with Department of Trade and Industry Undersecretary Rafaelita Aldaba as she presents updates on the various policy options to develop the budding e-vehicles industry and the proposed adjustments in the CARS program against the backdrop of the ongoing coronavirus pandemic.     Undersecretary for Competitiveness and Innovation Group at Department of Trade and Industry

    Dr. Rafaelita “Fita” M. Aldaba is Undersecretary for Competitiveness and Innovation of the Philippine Department of Trade and Industry (DTI). She fulfills a key role in the formulation and implementation of the Inclusive Innovation Industrial Strategy (i3S), which puts innovation at the heart of the country’s new industrial policy. Usec. Aldaba is also a member of the Board of Governors of the Philippine Board of Investments (BOI), the country’s primary industry development arm and lead investment promotion agency (IPA).

    Apart from manufacturing resurgence and industry roadmaps, she is leading DTI’s initiatives in establishing an inclusive innovation and entrepreneurship ecosystem in collaboration with other government agencies, industry, and the academe under the Inclusive Filipinnovation and Entrepreneurship Roadmap’s Regional Inclusive Innovation Centers (RIICs). She is also in-charge of DTI’s research work on competitiveness, innovation, and industrial policy, support program for startup development, and initiatives on Industry 4.0 and digital transformation of industries.

    A researcher turned policymaker, Dr. Aldaba was Senior Research Fellow and Acting Vice- President of the Philippine Institute for Development Studies (PIDS) prior to her previous appointment as Assistant Secretary of DTI’s Industry Development and Trade Policy Group (IDTPG). She has extensive research experience, authored various publications on development issues, and conceptualized and managed research projects with various international organizations, including The World Bank, the Asian Development Bank, the Japan International Cooperation Agency, and the United States Agency for International Development.

Besides the Philippines, he has also worked in Germany, Singapore, and now, Thailand which is one of the key automotive markets for Bosch in Southeast Asia.
