Over half of Alex’ 34-year professional career has been dedicated to accelerating energy efficiency (EE) markets across developing Asia. He led the identification, structuring and due diligence in support of financial close of over $3 billion in EE investments in over 12 Asian markets.

Wearing his non-profit hat, Alex currently serves as President of the Philippine Energy Efficiency Alliance (PE2) and as Co-Chairman of the Asia-Pacific ESCO Industry Alliance.

He is CEO of BlueSkyEnergy, which flows cross-border investments toward EE project portfolios.

He previously served as Asia-lead for EE and other clean energy investment operations for the IFC’s global climate finance team and ADB.

Atty. Efren R. Resurreccion is a Senior Associate at Villaraza & Angangco with over three years of experience in Corporate and Commercial Law. He is a member of the Firm’s Labor Law Practice Group. Specializing in the fields of land law, government contracts, project finance, energy efficiency and environmental law, Efren is known by members of the Corporate and Commercial Law Department for his deep insights and thorough legal research skills. As a vital member of the team, he is experienced in mergers and acquisitions, contract drafting and contract review.

With a strong understanding of Philippine land law, in 2019 Efren assisted a group of potential investors in the conduct of a legal due diligence on over 100 properties located in central Luzon. In the same year, he also played a key role in the negotiations, signing and implementation of a multi-billion peso land transaction.

Efren obtained his Juris Doctor Degree from the University of the Philippines, where he served as an Editor of Volume 88 of the Philippine Law Journal. In 2016, he was awarded the Irene Cortes Prize for Best Paper in Constitutional Law for the paper: Charting the Waters of Constitutional Construction: A Function-Based Framework for Appreciating our Constitutional State Policies.

Mr. Raymond Marquez is an Energy Efficiency and Management Consultant who is also the current TBI Manager of the DOST-TOMASInno Center at the University of Santo Tomas since 2019 and the Managing Director of Econoserv Solutions International Inc. since 2015. Prior to his current roles, he was a Technical Consultant on Energy Efficiency for the World Bank; served as Energy Efficiency Expert at the High Efficiency Motors Program (HEMS) of the Institute of Integrated Electrical Engineers of the Philippines, High Efficiency Motors Program, and; Director for Operations and Business Development at COFELY Philippines, among others.

Mr. Marquez received his Master’s Degree in Business Administration at De La Salle University in 1999 and his Bachelor’s Degree in Electrical Engineering from the University of Santo Tomas in 1988. He has been a registered electrical engineer since 1990, an ASEAN Engineer since 2009 and an ASEAN Chartered Professional Engineer since 2015. In addition, he has also received numerous training held in the Philippines and worldwide. Furthermore, he is a member of several professional societies including the Institute of Integrated Electrical Engineers of the Philippines and the Efficiency Practitioners Association of the Philippines of which he has been the President of both associations.

Patrick T. Aquino currently the Director of the Energy Utilization Management Bureau under the Philippine Department of Energy (DOE). His engagement in the DOE spans over a decade, initially serving as part of the Office of the Secretary. From there, he held several key positions within the Department - in 2013, he became the Director for the Information Technology Management Service where he initiated the modernization of the Information Technology Framework of the DOE. A year after, he was appointed as the Director for the Energy Utilization Management Bureau (EUMB), and pushed for the institutionalization of energy efficiency and conservation in the country. Issuances such as the Philippine Energy Standards and Labelling Program (PESLP) along with the Minimum Energy Performance Standards (MEPS) were created during his tenure at the EUMB in 2016, which are among the essential components of the Energy Efficiency and Conservation (EE&C) Act that was enacted in 2019, after more than three decades of its initial draft in 1988 – now Director Aquino with the support of the DOE, stands at the forefront of the implementation of EE&C in the country.

He is a Career Executive Service Officer (CESO) III, a distinction exclusive to civil servants who have exceptional performance and have undergone stringent screening processes which is finalized by a Presidential Appointment.

Ms. Yu-Owen is the President and CEO of PhilCarbon, a dynamic young company with a growing portfolio of renewable energy projects at various stages of development in the wind, hydropower, biomass and geothermal sectors. PhilCarbon is also a registered Energy Service Company (ESCO) with the Department of Energy. She also holds senior positions in Upgrade Energy Philippines and Megawatt Clean Energy companies that PhilCarbon partner with.

Ms. Yu-Owen is Co-Chairperson of the Energy Committee of the EU-Philippine Business Network and a member of the British Chamber of Commerce, European Chamber of Commerce, Judicial Reform Initiative, Wind Energy Development Association of the Philippines, Biomass Alliance, Renewable Energy Association of the Philippines, Renewable Energy Coalition and Vice President for External Affairs-Philippine Association of Energy Service Companies, Inc. and Upgrade Energy Chief Operating Officer. She holds a degree in Bachelor of Science in Commerce major in Accounting from Ateneo de Zamboanga University.

Ms. Yu-Owen has nearly 30 years’ experience of senior management, more than a decade of which has been in the renewable energy sector. She has led the development of PhilCarbon’s growing portfolio of renewable energy projects – solar energy at Silay, La Carlota (Negros Occidental), CW Marketing & Development Corp. (Sta. Rosa, Laguna), Solaire Solar Roof (Solaire Resort & Casino, Paranaque City) and Anvaya Cove Golf & Sports Club Inc. (Morong, Bataan); biomass at Himamaylan (Negros Occidental), Ormoc (Leyte); mini hydro at Pasonanca and Manicahan (Zamboanga City), and Cordon (Isabela); and wind power in San Carlos City (Negros Occidental). Bulalacao (Oriental Mindoro) and Sagada (Mountain Province).

As President and CEO of PhilCarbon Ms. Yu-Owen has always sought to achieve the optimum blend of local and international experience and has formed joint companies to develop specific projects with a publicly listed construction company Megawide Construction Corporation. She has also forged strategic alliances with Upgrade Energy from Belgium to bring the latest in European technology to the Philippines like waste heat recovery, Combined Heat and Power and Relighting.
