The ECCP Energy Smart Forum Series, with the theme "Creating the Energy Advantage For a Faster Business Recovery" will provide an avenue for discussions leading to a deeper understanding of how energy stakeholders can collaborate not only to achieve the Philippine energy objectives but more importantly, to support faster business recovery.


Commencing this series is the Forum "Enhancing Competitiveness Through Energy Efficiency" on 28 September, co-organized with the Philippine Energy Efficiency Alliance. With Department of Energy Undersecretary and Spokesperson Felix William "Wimpy" Fuentebella, join us as we better understand the Philippine government policies on the promotion of energy efficiency and conservation and renewable energy, as well as maximizing resources towards sustainable energy use, enhanced business resiliency, and economic growth and stability.

    Undersecretary & Spokesperson at Department of Energy

    Atty. Felix William Buquid Fuentebella (commonly known as "Wimpy") is a current Undersecretary for Planning, Investment, and Media Affairs and Spokesperson of the Department of Energy (DOE). Prior to his current role at the DOE, he was tasked to lead the Power and Renewable Energy programs.

    Wimpy Fuentebella hails from Tigaon, Camarines Sur where he served as Congressman of the Fourth (formerly Third) legislative district. As a member of House of Representatives of the Philippines, he pursued several bills including the Anti-Money Laundering Act or the Republic Act 9160 and amendments to the Procurement Act or Republic Act 9184.

    Wimpy Fuentebella earned his Bachelor of Science in Business Administration in 1997 from the University of the Philippines, started his Bachelor of Laws in the Ateneo Law School and continued it from San Sebastian College Recoletos Institute of Laws. He passed the Bar Examination in 2009.

    Over half of Alex Ablaza’s 36-year professional career has been dedicated to growing energy efficiency (EE) markets. He led the identification, structuring and due diligence in support of financial close of over $3 billion in EE investments and EE policy and market interventions in a growing list of countries which includes Bangladesh, China,India, Indonesia, Kyrgyz Republic, Lao PDR, Malaysia, Nepal, Pakistan, Philippines, Saudi Arabia, Singapore, Taiwan, Thailand and Vietnam. After his Asia-wide clean energy and climate finance anchor stints with IFC and ADB, he currently provides technical and investment expertise to accelerate these EE markets.

    Wearing his non-profit hats, Alex founded and chairs the Asia-Pacific ESCO Industry Alliance and the Philippine Energy Efficiency Alliance.

    He likewise serves as CEO of Climargy, an equity vehicle for cross-border investments in ESCO project portfolios in Asian growth markets.

Currently he is a Senior Investment Specialist consultant to the ADB, as part of a team originating distributed energy and microgrid opportunities throughout the Philippines and Indonesia to leverage ADB financing. As a Director of Stratcon he established Stratcon.ph addressing the imminent requirements of the RA11285 through a wholistic and economical approach for all business’ consuming 100,000kWh and more, while also providing cost-effective solutions to save on power expenses.
