Republic Act No. 11285, signed in 2019, institutionalizes energy efficiency and conservation in the Philippines. With the release of its Implementing Rules and Regulations and accompanying guidelines from the Department of Energy, it is crucial that stakeholders understand their role and obligations under the said law.


At the Forum on Understanding the Corporate Obligations Under the Energy Efficiency & Conservation Law on 19 October, we will take a deep dive on the requirements of the government as well as what actions establishments, utilities, and manufacturers, among others, should take to comply with the Energy Efficiency and Conservation (EEC) Act. At the same time, this session will talk about how energy stakeholders can be assisted by third party service providers in organizing, financing and implementing their EEC plans.


With the theme "Creating the Energy Advantage For a Faster Business Recovery", the ECCP 2020 Energy Smart Forum Series aims to provide an avenue for discussions leading to a deeper understanding of how energy stakeholders can adopt and implement energy smart strategies that will translate to a competitive energy advantage for all industries.

    Atty. Patrick Aquino

    Director, Energy Utilization Management Bureau of Department of Energy

    Director Patrick T. Aquino’s service in the energy sector spans over a decade. Initially serving as part of the Office of the Secretary, he has served as Chief of Staff to the DOE Secretary, and Director of the Information Technology Management Service and the Energy Policy and Planning Bureau.
    He has served as Director of the Energy Utilization Management Bureau (EUMB) from 2014 – 2017 and since 2019. Director Aquino has shepherded the enactment of the Implementing Rules and Regulations for the Energy Efficiency and Conservation (EEC) Act. He remains at the forefront of the implementation of EEC in the country.
    He is a Career Executive Service Officer (CESO) III, a distinction exclusive to civil servants who have exceptional performance and have undergone stringent screening processes which is finalized by a Presidential Appointment.

    Professional banker, Mr. Emmanuel G. Herbosa takes the helm of the Development Bank of the Philippines as its latest president and chief executive officer.

    Honed by over four decades of solid banking experience, Mr. Herbosa juggled leadership roles in corporate banking, consumer banking, branch banking, and overseas banking in reputable
    financial institutions such as the Bank of the Philippine Islands and Bank of Commerce, where he served as senior vice president, and executive vice president, respectively. He also assumed
    as chief operating officer of Ayala Insurance, a bancassurance subsidiary of the Ayala Group.

    Prior to his designation as DBP head, Mr. Herbosa was president and chief executive officer of Philippine Guarantee Corporation (PGC). PGC provides guarantees to facilitate the entry of
    foreign loans into the country for development purposes. Apart from his banking profession, he also served directorial posts at the De La Salle School Boards, De La Salle Brothers Fund, Inc.,
    and P & Gers Fund, Inc.

    Mr. Herbosa graduated with a bachelor’s degree in Industrial Management Engineering from the De La Salle University, and obtained his Master in Business Administration from the
    Wharton School, University of Pennsylvania.

    Paulo Palencia joined ENGIE in October 2019 to lead the company's initiative of helping businesses reduce their carbon footprint through energy efficiency projects. He has been developing several business models related to Energy Efficiency which suits the business requirements and objectives of clientele from different industries.

    Prior to this appointment, Paulo was with a major water utility company as Head of Business Development where he was successful in securing several contracts with the Private Sector, Local Government Units (LGUs) and Government Owned and Controlled Corporations (GOCCs) which will ensure long term sustainability and reliability of their water and wastewater infrastructures.

    Paulo graduated from the De La Salle University with a Degree in Commerce major in Business Management with specialization in Entrepreneurship.
