As Undersecretary for Planning and Public-Private Partnership (PPP) Service, Undersecretary Cabral is in-charge of overseeing the development of strategic and priority plans and programs of the Department including implementation of PPP projects.

She is a registered ASEAN and APEC Engineer and has been conferred as an Honorary Fellow by the ASEAN Federation of Engineering Organization. She is the 2017-2018 National President and first female highest leader of the Philippine Institute of Civil Engineers (PICE), again, exemplifying the role of women in infrastructure.

Architect and Urban Planner Felino “Jun” Palafox, Jr. has 48 years of experience in architecture and 46 years in planning. He was educated in Christ the King Seminary, University of Santo Tomas, University of the Philippines, and Harvard University. Architect Palafox has lectured in more than 20 countries. He has travelled to and observed more than 1,000 cities in 79 countries and territories. He founded, leads, and manages Palafox Associates and Palafox Architecture Group, Inc., which have already completed more than 1,722 projects in 40 countries. Among his many awards, Forbes Asia Magazine cited him as one of their 48 Heroes of Philanthropy in Asia.

In 2017, he was awarded by the JCI Senate as one of the three Top Outstanding Filipinos. He was recognized by the Professional Regulatory Commission as the 2019 Most Outstanding Professional of the Year in the field of Environmental Planning. He led Palafox Associates to be the first Filipino architectural firm cited in the World’s Top 500 Architectural Firms of the World Architecture Magazine. In 2006, Palafox held the distinction of being the only Southeast Asian firm in the Top 100.

Phillip G. Anonuevo is an Executive Director of Leechiu Property Consultants.

Phillip has concluded more than 700,000 square meters of office lease transactions and has advised several of the world’s largest companies on their commercial real estate concerns in the Philippines. He is familiar with Metro Manila’s real estate markets and has travelled extensively throughout the country fulfilling engagement for BPO clients.

Phillip has been in real estate for more than 24 years and has experienced various market cycles. He has also observed the growth of many core real estate markets including Bonifacio Global City, Alabang, Cebu City and the Bay Area.

Phillip graduated from the Ateneo de Manila University in 1992. He also completed a Management Development Program of the Asian Institute of Management.

Joanna Capones is currently the Vice President for Investment Promotions and Marketing of the Bases Conversion and Development Authority (BCDA), a Philippine government-owned corporation mandated to convert and develop former military base lands into economic and investment hubs. A lawyer by training, she previously worked as the Chief Policy Officer of then Philippine Senate Majority Leader Alan Peter Cayetano and as an Associate at SyCip Salazar Hernandez & Gatmaitan. She received her Master of Laws degree from the Columbia University in the City of New York, where she also served as a researcher for the Columbia Center on Sustainable Investment.

John Reinier Dizon "Reinier", 49, ECCP Committee Co-Chair of Infrastructure and Transportation. Vice President for Strategy and Business Development of Republic Cement Services, Inc. Also, President of Cement Manufacturers Association of the Philippines.

Worked internationally in financial executive roles with Lafarge Group in years 2001 to 2003 in Paris, France, and from 2008 to 2014 in Lafarge Russia based in Moscow. Held various executive and Board positions in Republic Cement and subsidiaries from 2003 to 2008. Worked with SGV & Co as audit staff to senior from 1993 to 1997. A Certified Public Accountant with an undergraduate degree in Bachelor of Science in Accountancy from University of Santo Tomas and MBA degree Major in Finance from the Asian Institute of Management. Member of both MAP and FINEX.

Ramakrishna ‘Ram’ Maganti is member of Executive Committee of Holcim Philippines which is part of LafargeHolcim group, a world leader in building materials known for Innovation and Sustainability performance.

Over his career of more than twenty years in leading multinationals such as Philips and LafargeHolcim, he has worked in roles spanning from Country operations in India, Philippines to Global roles in Malaysia, Singapore and France. Over the years, Ram has been closely associated with Infrastructure
segment as a member of Growth and Innovation function in LH Group. He is currently responsible for Infrastructure business in Holcim Philippines.

Florian Gottein is the current Executive Director of the European Chamber of Commerce of the Philippines. In this role, he is responsible for all issues and topics related to the more than 750 companies strong membership of the Chamber as well as for Business Services and Back office operations. He is also the Project Director of the European Philippine Business Network which provides a support framework for European companies, and especially SMEs, interested in exports or investing in the Philippines.

Prior to his stint in ECCP, he joined the Ministry of Interior of the UAE, and worked at the office of the former secretary of defence and interior of Austria and Governor of the Province of Tyrol.

Mr. Gottein obtained his master’s degree in Political Science from the University of Innsbruck, Austria. During his studies of Political Science and Business Law in Austria he spent a year as an exchange student at the University of the Philippines, Diliman Campus, Quezon City.
