Building a nation with integrity is about building trust in government. As the OECD stated "integrity is a crucial determinant of trust. Integrity policies, aimed at preventing corruption and fostering high standards of behavior, helps to reinforce the credibility and legitimacy of those involved in policy decision making, safeguarding the public interest and restoring confidence in the policy making process."


The 1987 Philippine Constitution provides that it is the policy of the State to maintain honesty and integrity in the public service and to undertake positive and effective measures against graft and corruption. Moreover, RA 6713 otherwise known as the "Code of Conduct and Ethical Standards for Public Officials and Employees," declares that it is the policy of the State to promote a high standard of ethics in public service.


Integrity building is key to enhancing the country's national competitiveness. By ensuring integrity, a nation can secure its competitive edge as integrity is about good governance. This leads to good performance where high quality infrastructure are completed in a timely manner and are aligned with the interest of the communities they serve; schools are built and text books delivered to the students; civil society organizations are engaged in the governance process to promote transparency and the business sector is assured of a market environment that has a level playing field and operated under fair market conditions.


It is in this context that we see the importance of national integrity programs being strengthened and implemented. For this reason, ECCP in partnership with the Local Government Integrity Circles (LoGIC) Network and with the support of the European Union and Konrad Adenauer Stiftung, is holding the National Integrity Forum 2020.


Objectives of the Forum

National Integrity Forum is aimed at providing a platform where the national government agencies implementing integrity building programs will be able to highlight integrity program developments as well as provide updates on their implementation. It is also aimed at promoting a dialogue between the national and local governments as well as the business sector and civil society representatives on the opportunities and challenges of implementing integrity programs.
