In a time where more and more individuals can access fast-paced technological improvements and increased financial alternatives, there has become a growing opportunity to build gaps in the area of financial information and services. However, there remain members of the society that are being left out in these developments, and among which are women. According to the World Economic Forum, women today make up 55% of the world's unbanked population.


Women have an indisputably important role in society, and as a result, they must also have access to vital institutions. According to the Bangko Sentral ng Pilipinas (BSP), when people are financially included, they can "realize their stake in national prosperity, they are empowered to make better, informed choices when it comes to their financial welfare and future. In turn, they are able to make sound decisions that raise their productivity and standard of living".


Financial literacy and financial freedom are some of the ways that the women and the rest of the Filipino population can be empowered. Relative to this, the BSP recently launched the National Strategy for Financial Inclusion, which seeks to support the goal of financial inclusion in the country. In line with this, the ECCP and its Special Committee on Open Finance and Financial Inclusion invite you to its virtual forum entitled "Promoting Women and Financial Inclusion Today". This event will serve as a platform for exchange on the interconnectivity of financial wellness and women empowerment, as well as their role in advancing inclusive socio-economic development.

    DG Fonacier is the head of the Financial Supervision Sector (FSS), which is mainly responsible for the regulation of banks and other BSP-Supervised Financial Institutions (BSFIs). Under her direct supervision are five subsectors which handle onsite examination and offsite surveillance (or integrated supervision) of BSFIs including specialized supervision of specific areas (i.e., anti-money laundering, trust, financial market operations and information technology), credit information system infrastructure, policy studies/research, and supervisory data management.

    DG Fonacier joined the BSP in 1984 as a bank examiner and worked her way to become the deputy governor of FSS in 2017. In 2008, she headed the BSP’s primary supervisory unit that handles specially-challenged banks. Under her watch, a record number of bank issues and developments were successfully resolved and implemented. She also led the development of various programs, in coordination with the Philippine Deposit Insurance Corporation (PDIC), aimed at strengthening the thrift, rural, and cooperative banking sectors by encouraging mergers, consolidations, and acquisition involving weak banks.

    DG Fonacier is on her second and extended term as Chair of the Executives’ Meeting of East Asia Pacific Central Banks Working Group on Banking Supervision (EMEAP WGBS), composed of central bank and supervisory authorities from 11 countries in the East Asia and the Pacific which focuses on bank supervision matters that are relevant to EMEAP WGBS members. She is also currently the Chair of the Global Standards and Policy of the Alliance for Financial Inclusion and BSP’s representative to the Network of Central Banks and Supervisors for Greening the Financial System (NGFS) Plenary and Workstream 1 (Supervision/Micro-Prudential Practices).

    She is the permanent alternate of the BSP Governor in the Board of Directors of the Philippine Deposit Insurance Corporation (PDIC) and the National Development Corporation (NDC).

    DG Fonacier has served as panelist/resource person in various international conferences/fora on banking supervision, sustainable finance, financial technology and digitalization, financial inclusion, shadow banking, microfinance, bank resolution and crisis management, financial stability, capacity building, etc. organized by international bodies such as the United Nations (UN), IMF/World Bank, Bank of International
    Settlements (BIS), Financial Stability Institute (FSI), Asia-Pacific Economic Cooperation (APEC), Asian Bankers Association (ABA), South East Asian Central Banks (SEACEN) and central banks and monetary/supervisory authorities of various countries.

    DG Fonacier took up her Bachelor of Science in Commerce major in Accounting degree at University of St. La Salle - Bacolod. She is a Certified Public Accountant (CPA) and a holder of a Career Service Executive Eligibility (CSEE). She obtained her Master’s degree in Business Administration (MBA) at the Ateneo de Manila University. She attended the Program on Rethinking Financial Inclusion: Smart Design for Policy and Practice organized by the Harvard Kennedy School.

    Chairperson at Senate Committee on Women, Children, Family Relations, and Gender Equality

    Senator Risa Hontiveros is known for her tireless work in promoting public health, women's rights, and the welfare of the Filipino family. She is a multi-awarded public servant, community organizer, and journalist elected to the Senate in 2016.

    In her first term, she successfully championed landmark laws, including the historic Expanded Maternity Leave Law that gives working moms 105 days of paid maternity leave, and the Philippine-
    Mental Health Law, the country's first ever national policy to care for Filipinos' mental health.

    As a long time health advocate, she pushed for the passage of the Universal Healthcare Law and the Expanded Anti-hospital Deposit Law to ensure the Filipino family’s well-being before profit, and to make health more accessible to all.

    Even amidst the pandemic, Senator Risa pushed for free dialysis for senior citizens and for the timely release of benefits and salaries for health workers.

    As Chairperson of the Senate Committee on Women, Senator Hontiveros also authored the Safe Streets and Public Spaces Law or the Bawal Bastos Law that protects all Filipinos, particularly women, from gender-based harassment in the streets, public transportation, schools, and the workplace. During the biggest public health crisis of our time, she also pushed for the Maternity Benefit for Women in the Informal Economy Act, to help ease the
    multiple burdens of women exacerbated by the pandemic.

    Senator Hontiveros worked on expanding the Solo Parents' Act to further help single moms and dads in providing for their families. The Senator is also pushing for an increase on the monthly pension of senior citizens through the Lingap Para Kayo Lolo at Lola Bill.

    Even before becoming a legislator, in 2005, she was one of 27 Filipinas who earned a nomination to the prestigious Nobel Peace Prize for her work in the peace movement.

    Senator Hontiveros is a loving and hands-on solo mother to 4 children- Kiko, Issa, Helena and Sinta.

    Ms. Imelda “Ida” Tiongson is a Trustee and Teaching Fellow of the Institute of Corporate Directors (“ICD”) and is the President/Chief Executive Officer of Opal Portfolio Investments (SPV-AMC), Inc. (“Opal”). She currently serves as Independent Director of Xurpas, Inc. and Seedin Technologies Inc., Trustee of Fintech Alliance.Ph and Fintech Association of the Philippines, and Vice Chair of the Management Association of the Philippines Governance Committee. She is also a Senior Lecturer at the ICD and the Ateneo Graduate School of Business and has lectured at IFC Worldbank. In 2022, she became a member of the Bangko Sentral ng Pilipinas Open Finance Oversight Committee, in charge of the Open Finance framework with the aim of boosting financial inclusion.

    Ms. Tiongson has extensive experience in business and risk management, having been a traditional banker for over 22 years and holding senior executive positions with National Australia Bank and Philippine National Bank, until moving to head Opal in 2007. She was also involved in drafting various business laws, such as the Financial Rehabilitation and Insolvency Act of 2010 and the Revised Corporation Code.

    Ms. Tiongson completed her Bachelor of Business in Accountancy degree at Royal Melbourne Institute of Technology in Australia and took Masterclasses in Remedial Management at AIM, Blockchain/Digitalization by Terrapin, Audit and Risk by IFC Worldbank, Kaplan Norton Balance Scorecard and AGI -Alibaba Netrepeneurship.
