Event Details

According to TomTom Traffic Index, out of 416 cities, the Philippines ranked 2nd most traffic congested country (next to India) across the world with 71% congestion level in 2019. On the same year, drivers spent 257 extra hours or equivalent to 10 days and 17 hours while driving during rush hours.


Meanwhile, the United Nations Conference on Trade and Development (UNCTAD) 2018 report show that more than 1.25 million road traffic deaths occur annually while 50 million people sustain injury or permanent damage after a vehicular-related accident. In the Philippines, death toll on traffic accidents amounts to 10,379 yearly – 53% of which are motorcyclists.


Aside from the anticipated increase of CO2 emissions from road passenger transport to 27.90 million tons by 2040, the retrogressing state of Manila traffic and unresolved road safety issues will continue to hurt the Philippine economy in various socio-economic aspects.


Unexpectedly, the occurrence of the COVID19 pandemic and the impediments brought about by the health crisis propelled the transformation society by and large. With the continuous progression and development of countries in transforming communities into smarter cities by adopting safer, greener, and more sustainable initiatives, it is imperative to restrategize and implement accessible and effective urban, regional and international mobility solutions in order to spur and sustain growth of progressive economies.

    Secretary at Department of Transportation

    Arthur Planta Tugade is the current Secretary of the Department of Transportation (DOTr).

    He was not born into a life of privilege, and he dealt with unbelievable challenges growing up. San Beda College took Art under its wing and made him a scholar from Elementary to Law School, where he graduated magna cum laude in Philosophy in 1967 and cum laude in Law in 1971. He completed his executive program at the National University of Singapore under the NUS – Standford Program in 1985. Secretary Tugade holds an honorary doctorate degree, Doctor of Laws (Honoris Causa), from the Manuel L. Quezon University.

    He started as an Executive Assistant of the Delgado family's Transnational Diversified Group Inc., and worked his way up to become the company’s President & Chief Operating Officer. From there, he built his own corporation, the Perry’s Group of Companies, in 2003.

    His foray into government started in December 2012, when he was appointed Chief Executive Officer and President of Clark Development Corporation.

    As the 18th Secretary of the Department of Transportation, he brings with him the values of hard work, incorruptibility, and the political will to get things done. Under his watch, he vowed to build the boldest and most ambitious transport infrastructure this country has ever seen. By the end of his term, he would have been able to formulate a 30-year roadmap that will help provide a consolidated nationwide transportation system that is efficient, intelligent, and environment-friendly.

    Under his leadership, the DOTr was able to address controversial issues that hounded the Philippines in the past few years. There is no more backlog in driver’s licenses, vehicle plates are being distributed, the MRT-3 has significantly reduced unloading incidents, more than 300 ports projects have been completed, airports nationwide improved their On-Time Performance, PUVs and land transport, in general, are getting an overhaul, several corrupt officials have been dismissed, bidding of projects were streamed live online, DOTr agencies remit record-breaking dividends, and a record number of high-impact transport infrastructure projects are underway.

    In the face of the Coronavirus Disease 2019 (COVID-19) pandemic, the country’s transportation chief started to revolutionize mobility to adapt to the changing times or the so-called ‘new normal’ in its four (4) sectors, namely the Road, Railways, Aviation, and Maritime.

    Prior to his role with Deloitte, Andrey led the Automotive industry at the World Economic Forum incl. building and leading the urban mobility practice. Andrey previously managed a multitude of strategic consulting projects for major German and Asian premium and volume automotive OEMs working for Deloitte and Arthur D. Little.

    Andrey is regularly invited to provide perspectives as speaker at events like the World Economic Forum Business Roundtable, CES Asia, Mobile World Congress, etc.

    Andrey was selected as Global Leadership Fellow, holds an Executive Master in Global Leadership of the World Economic Forum as well as a Master in Industrial Engineering from the Karlsruhe Institute of Technology (KIT).

    EDMUND A. ARAGA is the founding member of AFEHVA Asian Federation of Electric Vehicles Association, Inc. to ASEAN countries such as Thailand, Malaysia and Singapore by encouraging and inviting member countries to attend and participate the 1st ASEAN electric vehicle and hybrid Summit held at the World Trade Center Manila Philippines June 28-29, 2017, which brings together under one roof EVAP members and their foreign counterparts for B2B meetings. Most foreign alliances and joint ventures were forged during these Summits and is currently the president of the Electric Vehicles Association of the Philippines (EVAP), the official organization of some 55 major players in the EV industry in the Philippines.

    As EVAP President, he represented the EV industry in the Senate hearings on the re: “An Act Providing the National Energy Policy and Regulatory Framework for the Use of Electric Vehicles, and the Establishment of Electric Charging Stations.” He is also advocating at both Congress and Senate for the passage of the Electric Vehicle and Hybrids Incentives Bill that will grant fiscal and fiscal incentives for both manufacturers and users of EVs and hybrids.

    STRENGTHENING THE DOMESTIC BASE:
    As an EV supplier, Edmund is an advocate on electric vehicle by securing the e-trike, Manufacturer/Assembler on a Pioneer status given by the Board of Investments under Department of Trade and Industry. First to established the commercial e charging stations in the vicinity of Bacoor City, distribute e trike units to Local Government units of Habay Bacoor, Ayala Alabang, North Bay Blvd Navotas, Tondo Manila. Private entities such as Maynilad, Panaderia Pantoja, Uratex Phils RGC group of Companies, San Remigio Beach Club, offer to Local Government unit of Bacoor and be granted with a franchise on electric tricycle in the vicinity of Molino Blvd. Deployed e-trike as their shuttle service in the campus of Philippines Christian University in Dasmarinas.

    FORGING STRATEGIC FOREIGN PARTNERSHIPS:
    Edmund has established a partnership with the Electric Vehicle Association of Thailand when he was recently invited to speak at the Thailand Automotive Summit 2019 in Bangkok, Thailand. He followed this up with relations with the China-based CIAPS-PBA a potential partner for the manufacturing local batteries. And initiated the partnership between battery suppliers and Philippine Nickel Industry Association.

    Jovie Roqueza has been a member of Toyota and the automotive industry for the past 9 years fresh out of graduating from De La Salle University.

    He started his career as a Product Planner which mainly involved studying the market then translating this into vehicle design and development.

    He spent his first 2 and a half years in this role which was followed by a 2-year assignment in Toyota Headquarters, Japan.

    During the assignment he worked directly with the Chief engineers and designers to develop the latest generation of the Innova, Fortuner, and Hilux for the Asian markets.



    Since moving back to the Philippines, he took over the role as Group Head of Product Planning, Pricing, and Research.

    From last year, he was tasked to set-up and develop the New Mobility Business Division of Toyota.

    In this new role, Jovie is currently handling the Mobility Service Planning Business Cluster which is looking to develop new Mobility Solutions for the Philippine market, one of which is this On Demand Shuttle

    Atty. Beltran has represented clients before numerous government agencies, including the Philippine Competition Commission, the Bangko Sentral ng Pilipinas, the Philippine Contractors Accreditation Board and the Department of Labor and Employment.

    He obtained his Juris Doctor degree from the University of the Philippines. He received his Bachelor of Arts degree in Political Science from the same university, where he graduated cum laude. He was admitted to the Philippine Bar in 2014.
